The Council for the Registration of Cultural Heritage, Handicrafts and Tourism organization had approved the present recipe for the purpose of registering national heritage under the Law of Conservation of National Monuments adopted in November 1930 and the Board of Ministers Regulations on Management, Organization, Supervision and Protection of Owners and Holders of Historic Cultural Property July27, 2010.
According to this regulation, the owner proposes the registration of the movable property (any historical, cultural and artistic objects that can be transmitted) to the provincial organization. Then, the identity card of the propertyis issued by the expert of the organization.By the submission of the record file to the registration office, the final opinion of the council is announced regarding the registration of the work.

Article 12 - The cultural, historical, and artistic properties which is recognized as valuable by the National Heritage and Tourism Organization is registered in the Iranian National Heritage list.
National Heritageregistration will preserve the right of ownership for the ownerand does not transmit the ownership.

Article 13 - Cultural, historical and artistic properties belonging to private or legal persons shall be listed on a separate list under the same heading. The records of the property are issued in two copies that will be kept by the national archives of the national monuments of the country and the owner.

Article 14 - The Cultural Heritage and Tourism Organization shall provide technical and scientific services for the protection of monuments belonging to private or legal persons.
Essential measures forrepairing and safeguarding the properties will be taken at the expense of the government and will not be claimed from the owner party.

Article 16 - The Cultural Heritage and Tourism Organization shall provide necessary measures for the owners to properly use the registered monumentsand shall issue the necessary instructions.

Article 17 - The Cultural Heritage and Tourism Organization of the country will provide information, restraint and restoration instructions as well as technical and financial assistance necessary for the implementation of the instructions of each of the properties subject of this chapter at the time of registration and submit it to the owner of the property.

Article 18 - The Cultural Heritage and Tourism Organization will provide the database information of private or legal cultural, historical, and artistic properties. It also providesspecific informationabout the owner of the property and ways of access to the property owners for researchers, collectors and private museums curators in the database.

Article 19 - The Cultural Heritage and Tourism Organization shall provide measures for the participation of owners and collectors of cultural-historical and artistic properties and also the private museums in international exhibitions. The organization will be responsible for the costs, as well as the management and protection of such properties during the exhibition.
Note - If the exhibitions are profited, then the private owners share will be calculated and paid according to the contract.

Article 22 - Collectors can apply forindividual or group exhibitions, public display or publication, and introduction of their collections.

Article 23 - The exchange of cultural-historical and artistic properties between collectors as well as private museums is inevitable, and in special cases private collectors and curators may sale or purchase certain cultural property in order to equip or complete a cultural-historical collection, with the prior permission of the Heritage Office of Cultural and Tourism Organization.

Article 27 - Restoration of historical cultural properties of the institutions subject to thisregulation shall be carried out at workshops owned by the organization.
